I've just encountered something absolutely unexpected. I'm on a solo run and so I couldn't steal the barrel while talking to Philomeen (as suggested here on the BG3-wiki). However, I was able to steal it after going into turn-based mode immediately after the dialog. Note that I saw the barrel in my inventory! Then, the Twilight Zone started:

After quitting TB-mode, Philomeen ran away (as usually), but the Runepoweder Barrel was gone from my inventory! I reloaded the scenario several times to get to the bottom of this. But the result was always the same, a magically disappearing Runepowder Barrel:

1. I walked away from Philomeen, still in TB-mode and with the barrel in my inventory, then ended TB-mode. What happened then is even stranger: Philomeen walked towards me and when I walked or jumped away from her (tried several "escape attempts"), she kept on chasing me, slowly walking (it was quite creepy)! As soon as I let her catch up to reach me, she afterwards ran away quickly and the Runepowder Barrel was gone, again. So this was as if she pickpocketted me despite me looking at her (which should not be possible).

2. Still in TB-mode, I sent the Runepowder Barrel to camp. This should work, right? --> Same result, it's not in my Traveller's Chest.

3. Still in TB-mode, I walked some distance away from her, the barrel still in my inventory, ended TB-mode and immediately fast-travelled to camp (she couldn't get close to my character). Of course, there was now an empty spot in my inventory where the Runepowder Barrel used to be, a second ago.

Idk whether they patched this so it's no more possible to get hold of the Runepowder Barrel or whether what I encountered is a unique quirk/bug of a solo-run.
