:Yes, it has the same restrictions as Hex -- only works with attack rolls performed by the caster. Really underwhelming since compared to Hex, this spell costs a level 3 slot, a full action, can't be recasted for free, and has a melee cast range so there is no conceivable reason to use it over Hex (At least this form of Bestow Curse).
