Mystra's Blessing is a passive feature that boosts the wielder's  Bless spell.

Description

Creatures you  Bless additionally gain Mystra's Blessing, providing an additional +1d4 to spell attack rolls.

The in-game description of Mystra's Blessing is incorrect, and reads as follows:

Bless grants an additional 1d4 to Saving Throws and Weapon Attack Rolls, and an additional 2d4 to Spell Attack Rolls.

What really happens is that creatures you cast Bless on gain two different effects:

• The regular Bless condition, granting a 1d4 bonus to all saving throws and attack rolls.
• The special Mystra's Blessing condition, which only grants another 1d4 to spell attack rolls.

The regular Bless condition may be lost if the caster loses focus on the spell; in this case, the Mystra's Blessing condition will in fact linger on, and continue granting the 1d4 bonus to spell attack rolls, but no other bonus, despite what its tooltip claims.
