Might this armour's stealth bonus be bugged?

These are, and I wonder if Penumbral Armour has the same issue, where the stealth bonus always functions, even if not obscured:

 Dark Justiciar Half-Plate (Rare)

 Dark Justiciar Half-Plate (Very Rare)

 Viconia's Priestess Robe
