Can't be used off hand/ TWF

Just got it and wanted to give it to my two weapons Astarion, and he can't use it with a second weapon nor put it in left hand It's only possible with TWF feat (that I gave to Karlach) which allows non light weopns, buy as it is a Light rapier it shouldn't
