The discrepency with his headband increasing his intelligence 'too much', as it technically states in Notes, might mean that his natural ogre intelligence is higher on it's own, compared to that of other ogres, making him more intelligent even without the headband - but not by much. The headband with his potentially 'higher' ogre intelligence thus effectively makes him a genius ogre, if not 'smart' by regular ogre standards without the headband.
