Wulbren states that the city has gone to hell and that the [[Gondian]]s are responsible for it. They created the [[Steel Watcher|Steel Watchers]] who are guarding the city. Refusing to go along with Wulbren's plan earns the [[Inspiration|Inspirational Event]] '''Keeping Your Hands Clean''' ([[Folk Hero]] background).
