The city's Harpers appear to operate independently, each separate cell feeding into a ranking member who oversees the larger network. It's an effective method, distributing their efforts and ensuring that each unit is safe-guarded against the infiltration of the others. But once already compromised, this structure is their greatest weakness - with no individual Harper being able to tell where the contamination began, and how far it has spread.

And so while they scramble to rebuild themselves, we carry on with the Chosen's work.
