It seems that all Goblin leaders need to die to save all of the refugees successfully.
- I killed Gut. But I did not touch Dror Ragzlin.
- I triggered the Minthara raid and sided with the Grove. (Arka died during the raid.)
At the Last Light Inn I was missing at least: Bex, Rolan & Company, the Children. Alfira was there.
