Multiattack: Wounded is a passive feature of Malus Thorm that lets him attack twice with a single Action once he drops to 40% hit points or below, or 70% in Tactician difficulty and higher.
The in-game tooltip always says the hit point threshold is 40%, even in difficulties where it is increased to 70%. See Multiattack for implementation details.
