:Do you have any mods that may be altering this behaviour? The Encrusted with Frost application from the staff has the same {{c|OncePerAttack}} restriction as the Coldbrim Hat and in my testing, it behaves the same way (cast Ice Storm on multiple targets and only one target gets the condition). | |||
