Encrusted with frost can in fact trigger on multiple enemies from a single cast with ice storm. As a sorcerer with extended spell you can double this as well. With this staff and the gloves and extended spell a single cast will freeze a target. Note the cold brim hat does not work this way. :Do you have any mods that may be altering this behaviour? The Encrusted with Frost application from the staff has the same {{c|OncePerAttack}} restriction as the Coldbrim Hat and in my testing, it behaves the same way (cast Ice Storm on multiple targets and only one target gets the condition).
