He is uninterested in anything Voss has to offer, but will instead offer it to the party in exchange for the [[Crown of Karsus]]. Raphael wants to unite the hells using the crown, and rule over them. The party can take this deal, or attempt to steal the Hammer from Raphael's [[House of Hope]]. | |||
