Trouble with twinned spell - did they break it recently?

Windows, v.4.11.6995620. I'm having trouble casting this on two targets. The caster is Zenith Feur'sel, L2 sorcerer/L8 cleric, sorcerer last. I'm trying to cast Draconic Elemental Weapon/Fire on two targets with Twinned Spell. One target is Karlach with an equipped weapon, the other is a weapon on the ground (Halberd of Vigilance, in case that matters). Click on "Draconic Elemental weapon", click on "...Fire" - the preparing-to-cast state lights up, with a target circle. Click on Twinned Spell - the action bar now reflects two targets. Click on two targets (in any order) - nothing is cast, no animation, no effect, the ready-to-cast posture is dismissed, the action bar goes back to full action bar, with twinnable spells highlighted. Same result with two weapons on the ground.

If I turn on Twinned Spell first, clicking on the Fire variant does nothing - no targeting circle, no target selection pane. Same if I click on Draconic Elemental Weapon, then on Twinned Spell. Same on other elemental flavors. Only tested when in camp.
