On Xbox series X, equipped on Minthara (7lvl veng paladin, 4 lvl life cleric)
 
The moves zyphyr flash and maiming strike are never available. They show on the wheel but can never be preformed (not available). I have long rested, she is proficient, she can use Zephyr break, I've tried one handing and two handing.
