Dissonant Whispers is a level 1 enchantment spell. This spell allows spellcasters to fill a target with terror and deal Psychic damage to them.
Description
a creature: it will be easier to hit and cannot move.
On a successful 
Wisdom saving throw, the creature only takes half damage.
