Slam Slam does not "slam into a foe", it's an AoE, no target needed, although it makes an attack roll to hit against the armor class of every creature in the AoE rather than like most spells having a saving throw difficulty class.

On successful hit, Slam Slam applies Chilled Chilled for 2 turns (no saving throw, it was an attack roll).
