Strangler Luke is one of the Bhaal assassins that ambush you on the way to the Bhaal temple in the Lower City Sewers. He is most likely a monk as he fights unarmed and will jump down off the wall to melee the party. If killed he drops the Bonespike Gloves. If the party fails to kill him during the ambush they will be unable to get the gloves.
