Beulla Sandfoot is a halfling food merchant who can be found conversing with Fyrd NuughFyrd Nuugh on a pier gazebo outside of Philgrave's Mansion in the Lower City during Act Three.
Nothing afoul here, dear. Just a little... undeclared business. You understand.

Beulla and Fyrd are trading large quantities of food under the gazebo, in an attempt to avoid the Guild's watchful eyes. If approached, Fyrd chastises the party for interrupting a private conversation.

Beulla's attitude towards the party may change depending on the outcome of Stop the PressesStop the Presses.
