In addition to what is already written :
does not "Slam into a foe", it is an AoE, besides it does an attack roll to hit against each creature's armour class present in the AoE rather letting a saving throw against a difficulty class.
On successful hit, applies 
for 2 turns (no saving throw, it was an attack roll).
creates an 
Ice surface for 2 turns, which after melting leaves a
