What it actually limits is the number of attacks that can be made with that weapon in a single action. Effectively, it prevents extra attack from working with a single crossbow, and limits a few other niche things. The exact text is: "Loading. Because of the time required to load this weapon, you can fire only one piece of ammunition from it when you use an action, bonus action, or reaction. undo Tag: Visual edit
