Finding Pandirna requires accessing the storage hut. This can be done by lockpicking the front door (though this is considered a crime) or accessing the roof, which has a sizeable hole in it allowing the player to climb down. There is a path leading up to the roof behind Sazza's cage in the prison.

When interacting with Pandirna, the party has several options - they can rob her, cure her paralysis (with or without extorting money from her first), attack her, or just leave her alone.

In order to receive the option to offer to cure Pandirna, the party member talking to her must be a Cleric, Paladin, Bard, or Druid. An ability that will remove the paralysis condition (like Lesser Restoration for instance, an Amulet of Silvanus is hidden not too far away) will cure her, after which she will permit the party to wander around, so long as you don't take anything.
