The rules of Point Buy when assigning Ability Scores are:
* There are 27 total points to spend.

* The base value of each Ability Score is 8.  
* Ability Scores can not be lower than 8.
* Each Ability Score above 8 costs 1 point to buy, except for 14 and 15, which cost 2 points each.
* Ability Scores can not be higher than 15.
* Points cannot buy Ability Scores higher than 15.
* Point cost increases when you reach a certain Ability Score. Namely from 13 to 14 and 14 to 15 you have to pay two points.
* You must spend all of your points at Level 1. They cannot be saved for later.
* You must spend all of your points.
In addition to the Point Buy system, Baldur's Gate 3 allows every class to choose a separate +2 and +1 Ability Score bonus. Thus, the highest possible starting Ability Score is 17.
Besides the general points, there is also a +2 and +1 bonus. Thus you could have one starting Ability Score at 17.
