Alternatively, the player can also get taken to the Worg Pens by letting themselves be caught committing a crime (e.g. getting caught pick-pocketing) and choosing to be imprisoned. In this case, the player is taken to the prison at the Worg Pens, and has the option to break out and find Halsin.
