Tested with Cleric. Emptied lvl 1 spell slots and equipped the shield. It added one. Removing the shield loses it. Equipping the shield, then using it, then unequipping and re-equipping the shield does not keep restoring a lvl 1 slot as per the note in the article so this exploit appears to have been fixed some time ago.
