Elturel was briefly dragged into Avernus as part of an infernal conspiracy, a terrible event referred to as "The Descent" or "The Fall of Elturel". After the city returned to the Heartland surface, fear and distrust led to the exile of Elturel's Tiefling population. The tiefling refugees, led by former Hellrider Zevlor Zevlor, can be first encountered in the Emerald Grove in Act One and then throughout Act Two and Act Three.
