And a crisis is where we find ourselves again, which accounts for the recent change in our city's administration. Last year, the Council of Four was Duke Belynne Stelmane, Duke Dillard Portyr, and Duke Thalamra Vanthampur, chaired by Grand Duke Ulder Ravengard.
