Felogyr's Fireworks

Felogyr's Firework is a fireworks shop and location in Act Three. It is found in the southeastern part of Baldur's Gate, in the Lower City, near the Heapside Strand waypoint.

The second and third floors are considered a restricted area. Even after completing Investigate the Suspicious Toys, Flaming Fist guards will run in from outside to arrest you.
