Tina Two-Thumbs can be found near the broken cart east of the Abandoned Windmill in Rivington. She is scavenging the cart together with 
Slarmy and 
Zeffy Softbluff. They condemn the people who have broken down the cart and looted it, although they themselves are scavenging the leftovers.
