Zeffy Softbluff can be found who can be found near the broken cart east of the Abandoned Windmill in Rivington. She is scavenging the cart together with Slarmy and Tina Two-Thumbs. They condemn the people who have broken down the cart and looted it, although they themselves are scavenging the leftovers.

Zeffy Softbluff: Take the wood from the cart too - that'll be good for a fire, if nothing else.

Tina Two-Thumbs: Finders bloody keepers, I say.
