The Scourge Mistress' Bane is a passive feature that can apply 
but will hurt the wielder if they are too healthy.
Description
Chance to inflict upon the target a 1d4 penalty to 
Attack rolls and 
Saving throws. If the attacker still has 25% or more hit points, they take 1d6
Piercing themselves.
A Baned creature receives a 1d4 penalty to Attack Rolls and Saving Throws.
Condition: Bane
Duration: 2 turns
