The Council of Four, also known as the Ducal Council, is a group that governs the city of Baldur's Gate. Individual members are referred to as Dukes and elected for life (it is unclear who exactly elects them). Traditionally one of the four is the Grand Duke, who has the power to break tied votes. 
Enver Gortash has ambitions to replace the Council with himself as sole Archduke.
