Once the Stone Lord is taken down, we're going to need to reshuffle the kingpin structure in the outer city - I think everyone but Rael needs to go. Take a tour through the little guildhalls in the outer districts, sound out the enforcers and collectors, and get a feel for who would be both effective and loyal in a leadership role.
