So it's best to save the citizens from panic and remove the curse while still in the basement.  Khalid's Gift makes Jaheira immune to curses, including {{Cond|Castigated By Divinity}}, so while wearing it she can steal from any of the offering chests with no negative consequences other than Vicar Humbletoes refusing to talk or trade with her character anymore. Other characters in your party can continue to trade with him without penalty.
