Staff of a Mumbling Wizard is a Quarterstaff that allows the user to cast a variant of Fire Bolt that has a chance to cast Fireball instead.
Because it was designed by a compulsive mumbler, this staff can't distinguish between its spells, and so can only cast - Fireball or Firebolt at random.
