Hunkers Boolean can be found near the well opposite of the Open Hand Temple in Rivington. He is trying to convince his partner Gaheid Slickjaw to sneak into Baldur's Gate.

Gaheid Slickjaw: There's no point in arguing with the guards. We're not getting past that checkpoint without the right papers.
