Rilia can be found in the Wyrm's Crossing in Act Three.

Involvement

Act Three

Rilia stands near the entrance to Fraygo's Flophouse, speaking with her mate  Crak. The couple has travelled to Wyrm's Crossing and got stuck here, because all available corners to stay have been occupied by refugees, adventurers or people who gathered to witness or hear a word about  Gortash's ordaining.

However, Rilia is quite picky about most possibilities that Crak is offering her - she does not want any room neighbours, or thieves, or brazen patrons around.
