Otto, a member of the power arcane organisation the Circle of the Eight, had a penchant for amulets. So much so that they announced his arrival before he ever needed to.

Where to find
Looted inside the Stormshore Tabernacle - Basement. In the Lower City, go to the Stormshore Tabernacle near the Basilisk Gate waypoint. Enter the Ornate Wooden Hatch (X: 105, Y: -26), and proceed to the back of the basement. The amulet will be in an Ornate Chest.
Noting that looting this will afflict the looting character with Castigated by Divinity.
