Colour Spray is a Level 1 Illusion Spell. This spell allows spellcasters to temporarily blind enemies with flashing colored light, making their attacks miss more often and shortening their attack range.

When the spell is cast a 2nd Level or higher, you can blind creatures for an additional 11 hit points for each spell slots level above 1st.
