Incise Ligaments is a weapon action that deals additional 
Necrotic damage, and possibly inflicts Slow on the target.
Description
Grind your saw's blackest teeth into an enemy's calves and possibly them.

- Cannot take Reactions
- Cannot make more than 1 attack per turn
- Spells cast might be delayed for one turn
