Only the first floor of the shop is publicly accessible. To access the second floor, give Avery Sonshal the password from Investigate the Suspicious Toys.
The third floor and part of the second floor are considered restricted areas. Even after completing Investigate the Suspicious Toys, Flaming Fist guards will run in from outside to arrest you.
Basement
The basement can be accessed through a locked hatch on the first floor or the locked double doors south of the building.
