Arms of Hadar is a Conjuration 1st Level Spells. This spell allows spellcasters to summon dark tendrils and deal Necrotic damage to enemies in an area centered on the caster, preventing them from taking reactions.

When the spell is cast a 2nd Level or higher, damage increases by 1d6 Necrotic
for each spell slots level above 1st.
