Phubbs can only be found in the foyer of Lady Jannath's Estate if Oskar Fevras Oskar Fevras was never rescued from Brem Brem in Act One.

If Oskar Fevras was rescued, the manor is haunted and Phubbs is sent away on a temporary leave of absence at the request of Chamberlain Mercer Chamberlain Mercer.
