The sheen of sussur sap forged into this sickle glows blue, silencing every creature it cuts.

This weapon is obtained as part of the quest Finish the Masterwork Weapon in the Blighted Village by combining a Sickle with Sussur Tree Bark in the Blacksmith's Forge found in one of the buildings in the village.
