Fire Bolt is a cantrip (Evocation). It allows the caster to hurl a bolt of fire at an enemy.
The High Elf and High Half-Elf racial versions of this spell are from the Wizard spell list and use Intelligence as the spellcasting ability, regardless of the character's class.
Objects such as torches, campfires, and braziers will ignite when taking fire damage; this spell provides an easy way to ignite them from a distance.
The incantation for Fire Bolt is Ignis, Latin for "fire."
