Ormont and Tugelnhorn are members of the Harborhand crew. While Ormont is intent on striking, Tugelnhorn is wary that their living conditions will worsen. The pair are in the Lower City, north of Old Garlow's Place.

Drama? This is sense. Half the crew are dead on their feet, while the others are ready to drop everything and leave. We need to stand up. The longer they treat us like this, the harder it'll be to force some change.
