Subtle magics are woven into the helmet's leather panes - for a powerful offence is sometimes still the best defence.

Where to find
Act Two: Can be found in a locked and trapped Gilded Chest in a secret area of the Reithwin Mason's Guild Basement X: 107 Y: -758. The basement is accessed through a trapdoor in the Mason's Guild, and the secret area can be opened by lockpicking or using the 
Tower-Shaped Key on the Keyholed Herald X: 123 Y: -688.
