Snowburst is a passive feature that creates ice surfaces wherever the wearer deals cold damage.
Description
When the wearer deals 
Cold damage, they also create a 
4.5 m / 15 ft circle of 
Ice around the target(s).

Difficult terrain - movement speed is halved and creatures may fall Prone.
