His Majesty is on the first floor of the Last Light Inn. He is rather stand-offish and hisses immediately when approached and more throughout any interactions with him. Rangers immediately recognise him as territorial. A player character without 
active may try to call the cat to them with a 
DC 14 Animal Handling check and, at their own peril, attempt to pet him.
If is active, a player character can express their intentions are pure and they only wish to admire him, after which he allows the party to stay and chat a little longer.
When asked if he has heard anything interesting, His Majesty relays his belief that Isobel is a liar because she promised him milk but he has yet to receive any.
