Arka is a Tiefling NPC in Baldur's Gate 3. She is Kanon's sister and Memnos' close friend, and can be found at the Druid Grove.

Arka is initially seen fighting on the Druid Grove ramparts when the Goblin party chases Aradin back to the Grove. Her brother, Kanon, is one of the first casualties of this fight. After the conflict resolves, she will be found there, crying over her dead brother's body as her friend Memnos attempts to console her. With or without player interaction, Arka will eventually pick up a nearby crossbow and head towards the makeshift prison, to enact vengeance on the goblin Sazza held there.
Players who find her in the makeshift prison have the choice to let her kill Sazza, or to intervene. Her next dialogues will depend on the outcome of that situation.
She is finally found dead in the Forest at X: 44 Y: 408, just east of the Goblin Camp. Her corpse can be looted for the item Kanon's handkerchief.
