Foharell can be encountered while he is chatting with Captain Goldwake Captain Goldwake at the front end of the Water Queen's House in Baldur's Gate, opposite the donation chest.

Oddly, Foharell is listed as a gold dwarf but appears to be a duergar and has duergar racial abilities.
